James M. Wooten, P.E.
Principal Engineer
Mr. Wooten holds a Bachelor of Science in Civil Engineering from the Citadel and is the founder of the firm. He is a Registered Professional Engineer in South Carolina (9160), as well as several other southeastern states. Along with his duties as CEO of the firm, Mr. Wooten is heavily involved in promoting and improving the Grand Strand as well as the State. He has served as Chairman of the Economic Development Board, Myrtle Beach Area Chamber the Horry County RIDE II Committee and the Grand Strand Business Alliance. In addition, he has served on the Santee Copper Board of Directors and is currently serving as a member of the SC Highway Commission as the immediate past Chairman. He serves on the Citadel’s Civil Engineering Department’s Advisory Board as well as the Advisory Board for the Coastal Carolina University College of Science as immediate past Chairman.
Along with overseeing the day-to-day operations of the firm, Wooten is directly involved in project review, as well as representation of Clients and projects before regulatory agencies on local, state and federal levels. He has successfully rezoned more than 80,000 acres of property in Horry County over the past two decades and has overseen the successful completion of more than 1,000 projects during his tenure at DDC.

Eric K. Sanford, P.E.
Principal Engineer
Mr. Sanford received his Bachelors of Science degree in Civil Engineering Technology (Environmental option) from (RIT) Rochester Institute of Technology in Rochester, New York. He is Registered Professional Engineer in South Carolina (29814), as well as North Carolina and Florida and is a Certified Professional in Stormwater Quality (0402). Mr. Sanford has provided professional services in the field of civil engineering since 1982. He has worked extensively on water and sewer designs for the City of Myrtle Beach and other local governments, using both traditional and computer-aided design tools. Mr. Sanford has a great deal of experience in retrofitting existing infrastructure systems to bring them into conformance with area growth, current industry standards, and to improve overall efficiency.

Mr. Kirby holds a Bachelor of Science in Civil Engineering Technology. He is a Registered Professional Engineer in South Carolina (28314), as well as three other states. Mr. Kirby has provided professional services in the field of civil engineering since 1986. He is responsible for the overall management and efforts associated with producing complete construction drawings for a variety of projects including residential, commercial, municipal, and educational. Mr. Kirby has completed numerous stormwater master plans for area communities including Sediment and Erosion Control plans and coordination with state and local jurisdictional agencies on securing the required permits. Mr. Kirby’s experience also includes the design of roadway projects for private and government Clients.

Mr. Schulz holds a Masters in Urban and Environmental Planning with over (37) years of professional experience. Over the years, Mr. Schulz has gained a significant amount of practical planning experience in environmental design, management and assessment, site planning, urban design, resort and subdivision planning and design, federal and private master planning, golf course routing, landscape design, recreation planning, and computer simulation and design.
